Processing of foodstuffs as countermeasures following a nuclear accident
Description
The processing of foodstuffs is one of the countermeasures which may be taken following a nuclear accident in order to reduce the contamination of the foodstuffs concerned. A consideration of the transfer of radioactivity during the processing or the preparation of food makes it possible to estimate the effectiveness of the countermeasure concerned, which is one essential criterion for its selection; the other is the cost of its application. In short, consideration must be given at the same time to both of these factors if a rational choice is to be made between the various potential options on an industrial scale. In addition to the countermeasures involving processing or culinary preparation of the foodstuffs concerned, they may also be destroyed, stored, used as feedingstuffs or decontaminated, and the crops may be buried, the feedingstuffs of animals changed, farmland frozen, etc. An expert system using the GOLDWORKS software should help to select the most appropriate countermeasure on the basis of its cost and effectiveness. Such a system would evaluate: - the effectiveness of each of the countermeasures likely to be selected (to be expressed in terms of dose); - the social cost of the dose avoided by their application; - the cost of the countermeasure itself. The last is estimated as thoroughly as possible by taking into account, inter alia, food processing, compensation to the producers, the costs of transport and storage or of destruction. This is followed by a proposed classification of the countermeasures according to their cost effectiveness. 17 radionuclides and 4 foodstuffs (milk, meat, green vegetables and cereals) are considered. Depending on the date of the accident concerned, the input data for themodel are produced from the concentrations measured in the foodstuffs or in the soil. In the latter case, dynamic transfer coefficients make it possible to evaluate the contamination of future harvests

La transformation des produits alimentaires est une des contremesures qui peuvent etre prises apres un accident nucleaire dans le but de diminuer la contamination des aliments. La prise en compte du transfert de radioactivite au cours des transformations agroalimentaires et des preparations culinaires permet d'estimer l'efficacite de cette contremesure. Cette efficacite est un critere essentiel du choix d'une contremesure. Il en est un autre: le cout associe a sa mise en oeuvre. En definitive, c'est la prise en compte simultanee de ces deux facteurs qui permettra un choix rationnel entre les differentes options envisageables a l'echelle industrielle. En plus des contremesures mettant en oeuvre une operation de transformation ou de preparation, on envisage egalement la destruction, le stockage, l'orientation vers l'alimentation animale, la decontamination, l'enfouissement des recoltes, le changement d'alimentation des animaux, le gel des terres agricoles, etc... Un systeme expert utilisant le logiciel GOLDWORKS doit permettre d'aider au choix de la contremesure la plus appropriee compte tenu de son efficacite et de son cout. Il consiste a evaluer: - l'efficacite de chacune des contremesures susceptibles d'etre retenues, exprimee en terme de dose; - le cout social de la dose evitee par leur mise en oeuvre; - le cout de la contremesure elle-meme. Ce dernier est estime de facon la plus exhaustive possible (prise en compte des transformations agro-alimentaires, mais aussi des indemnisations aux producteurs, des couts de transports et de stockages, de la destruction...). Un classement de ces contremesures est ensuite propose, en fonction du rapport cout/efficacite de chacune d'elles. 17 radionucleides et 4 types de produits alimentaires (le lait, la viande, les legumes verts et les cereales) sont pris en compte. Selon la date de l'accident, les donnees d'entree du modele sont constituees des concentrations effectivement mesurees dans les aliments ou des depots mesures au sol.
