Power reactor safety analysis. General principles and practical applications
Description
The method used in France for the technical safety analysis of nuclear reactors (especially power reactors intended for nuclear electric power stations) is presented. It must be stressed that a nuclear plant, as in any industrial plant a high degree of safety can be achieved only as far as safety factors are already taken into account at the first preliminary stage and remain one of the chief care of constructors and operators. Safety must be the concern of all and not the prerogative of a specialized body. Only one important aspect of safety analysis is dealt with here: the technical approval by the Commissariat a l'Energie Atomique (CEA) on behalf of the departmental authorities responsible for granting construction and operation licences under the terms of standing agreements
Abstract (French)
On presente la methode utilisee en France pour analyser, d'un point de vue technique, la surete des reacteurs nucleaires et, plus particulierement, des reacteurs de puissance pour centrales nucleo-electriques. Il faut rappeler que l'on ne peut obtenir, dans une installation nucleaire comme dans toute installation industrielle, un haut degre de securite que dans la mesure ou les preoccupations de surete se manifestent des les premieres etudes d'avant-projet et restent au premier plan des soucis des constructeurs et des exploitants. La surete doit etre l'affaire de tous et ne peut etre l'apanage d'un organisme specialise. On se limite ici essentiellement a un aspect particulierement important de l'analyse de surete: l'examen technique effectue par le Commissariat a l'Energie Atomique (CEA) pour le compte des autorites ministerielles responsables de la delivrance des autorisations de construction et d'exploitation en vertu des dispositions en vigueurAdditional details
