This document is designed to provide guidance for EIAs associated with energy projects, and particularly to discuss the economic, risk and institutional/public participation changes now taking place, It begins by examining the meaning of the term environmental impact assessment (EIA), and outlines the components of such an assessment. EIAs play an important role in obtaining developmental aid, but there are special problems and constraints associated with preparing them in developing countries. A discussion of these factors is followed by individual chapters on the economic, methodological and institutional changes noted above, as well as the requirements for specific multilateral institutions
