Requirement for qualification and expertise of nuclear regulatory body. Recurrence prevention of Fukushima Daiichi accident

Description

Reflecting Fukushima Daiichi accident occurred in March 2011, Japanese government was considering to create Nuclear Safety Agency under Ministry of Environment. In order to reform nuclear regulations in Japan, not framework but content of regulatory organization, especially upgrade of expertise of upper officials of regulatory organization would be emergent issues. Minister and upper officials of Nuclear Safety Agency should be nominated based on capability and their period of employment should be comparable with that of various countries of Europe and the US. Immediate future regulatory actions should be focused on systematic approach on new regulatory issues, periodical review of existing regulatory requirements and establishment of investigation process of different opinions of experts. Japanese nuclear safety regulation should be reviewed again by IAEA, which would be most efficient way to raise it to an international level. (T. Tanaka)

2011年3月の福島第一原子力発電所事故の反省から,政府は環境省の外局として原子力安全庁を設立することを目指して検討を進めている。日本の原子力規制行政を改革するためには,規制組織の枠組みよりも組織の中身,特に規制機関の上級職員の専門性向上が緊急の課題である。原子力安全庁の長官および上級職員を,能力主義に基づき任命し,その在職期間を欧米諸国と遜色ないものとする必要がある。そしてIAEAのレビューを再度受けることが,我が国の原子力安全規制を国際レベルに引き上げる上で有効である。(日本)
