Review of the revision of the Perka No. 10 of 2006 concerning guidelines for the preparation of INNR safety analysis reports

Safety Analysis Report (SAR) is a document containing information on nuclear installation, design, safety analysis and equipment to reduce risks to society, personnel and the environment. This document is prepared by the applicant to be submitted and evaluated by BAPETEN. For NonReactor Nuclear Installation (INNR), BAPETEN has issued BAPETEN Chairman Regulation No. 10 year 2006 on Preparation Guidelines of Safety Analysis Report for INNR. Nevertheless, this regulation is more than 10 years old and needs to be reviewed for its applicability. In addition, the chairman regulation also needs to be revised to be more in line with the latest regulatory developments in Indonesia or with international recommendations. This research will be based on literature study method and discussion. This paper will discusses revisions that needs to be done related to BAPETEN Chairman Regulation No. 10 year 2006 The results shows that in general, the revised guidelines are expected to have a more concise format with more indepth explanation on various programs or other documents. Based on IAEA recommendations Draft Safety Report ^Safety Analysis and Documentation for Nuclear Fuel Cycle Facilities", it can be concluded that in general all the information required on the IAEA recommendation has been included in BAPETEN Chairman Regulation No. 10 year 2006. In relation to INNR SAR at each stage of licensing, it can be concluded that there is generally no need for differences between INNR SAR at each stage of licensing. The possible difference is that the applicant provides SAR with different level of depth contents at each INNR permit stage. (author)
