Description
The management of radioactive waste at nuclear or radioactive facilities is an activity inherent to their operation. During their operating cycle, as a result of the different activities carried out, radioactive wastes are produced, which, together with the amount generated, makes it necessary to carry out a certain number of significant actions for their storage, treatment, conditioning, and final disposal. In view of the need to manage the aforementioned radioactive wastes, a portable waste management facility, called IPRE (Instalacion Portatil de Gestion de Residuos), is proposed as a solution. The IPRE is conceived as a modular, portable, and flexible facility that allows to carry out the necessary actions to manage most of the wastes generated during the operation, as well as those generated during the future dismantling of nuclear power plants and nuclear or radioactive facilities, being possible its installation in any of these sites. The commissioning of the IPRE will be treated as a design modification of the NPP in which it will be installed. However, before being able to initiate this design modification request, it is necessary to obtain the 'favorable appreciation of new design' in accordance with Article 82 of the Spanish Nuclear and Radioactive Installations Regulation (RINR). The supporting documentation has been developed based on Article 38 of the same regulation and following the CSN (Spanish Nuclear Safety Council) Safety Guide GS-05-01, but adapting its contents to the characteristics of this unique facility. Independently of this procedure, ENUSA-ENSA A.I.E., intellectual property owner, began patent process of this facility on January 8, 2020, whose application number is P2020031021, and which was published on April 11, 2022, under number ES2905715 A1. This paper describes the licensing, safety and radiation protection activities carried out by ENUSA-ENSA A.I.E (EEAIE)supported by IDOM in the licensing project of a portable waste management plant.
