The claim by Rothwell [Phys. Plasmas 10, 2971 (2003)] that electric fields parallel to the magnetic field can be produced just by the rotation of the Earth's magnetic dipole in an external field arises from a misinterpretation of the generalized Ohm's law and is incorrect
