Deliberated opinion of the Environmental Authority on the multi-annual energy programming (2019-2028)

Description

This report first presents the context of the French Multi-annual Energy Programming (PPE), the PPE project for the 2019-2028 period (quantitative objectives, envisaged scenarios, PPE content), associated procedures and the approach to PPE environmental assessment, and identifies the main environmental stakes outlined by the Environmental Authority (Ae). Then, it proposes an analysis of the environmental assessment: articulation with other plans or programmes, initial situation of the environment and perspective of evolution in absence of PPE, reasonable substitution solutions and motivations for the adoption of the PPE (notably regarding objectives of protection of the environment), noticeable possible impacts of the PPE implementation, follow-up arrangement, and avoidance-reduction-compensation measures. The last part discusses how the environment is taken into account by the PPE in terms of environmental stakes, of energy stakes (final and primary energy consumption, development of renewable energies, nuclear electric power production, evolution of the thermal power production fleet, i.e. nuclear excluded, security of supply, simplification of procedures for renewable power generation, strategic materials, research), region mobilisation, and mobility issues.
