Description
Article 1.3 of the order of 7 February 2012 defines the notion of deviation, and sets out in chapter VI of part II the general provisions concerning the management of deviations. The purpose of this guide is to clarify certain general provisions for the management of deviations. It establishes recommendations on the actions to be carried out by the nuclear power reactor licensee following the detection of a particular category of deviation of which the characteristics are defined below. This guide does not prejudge any more stringent ASN requirements or prescriptions concerning deviations whose implications might be judged particularly significant, or for other types of deviations. This guide applies to nuclear power reactors as of their commissioning. More specifically it applies to deviations that satisfy the following two characteristics combined: - deviations concerning a nuclear power reactor detected as from its commissioning or, if applicable, its partial commissioning until publication of the decree authorising its final shutdown and decommissioning, - deviations that could call into question compliance with a specified requirement for an element important for protection (EIP) when this requirement results from the part of the demonstration of nuclear safety relative to risks of radiological accidents. The provisions relative to the ways in which the sum of conformity deviations are taken into account are taken from the conclusions of the meeting of the advisory board of experts responsible for nuclear reactors dated 6 March 2014. Changes may be made to this version of the guide in the future depending on the feedback from its application
