This paper examines three programs currently underway at INPO which are directed at improving the human and technical factors of nuclear power plant operation. The programs are the Significant Events Evaluation and Information Network program (SEE-IN); the development of guidelines for implementation of symptom-based emergency operating procedures and the safety parameter display systems (SPDS), along with related training and verification activities related to emergency operating procedures; and staff support for the Nuclear Utility Task Action Committees (NUTACs). Topics considered include learning from plant operating experience, the screening process, responses to significant event recommendations, the distribution of significant events and major events, in-depth studies, the Oak Ridge Report on precursors to severe core damage, and the role of utility committees
