Cli's view on today's and tomorrow's dismantling - Zoom on very low level wastes and natural uranium graphite gas reactors. White Paper VIII of the Anccli, December 2020

Whereas France has adopted a strategy of immediate dismantling for its nuclear power plants (with an as short delay as possible after stoppage), this White Paper first proposes an overview of the situation of the issue of dismantling four years after the publication of the first White Paper. It proposes contributions of the different CLIs (local information commissions) associated with different nuclear installations (Bugey, Cadarache, Chinon, Creys-Malville, Fessenheim, Marcoule, Monts d'Arree, St-Laurent-des-Eaux) which report their own return on experience, and outlines questions raised by the first White Paper and which are still to be answered. In a second part, it addresses two major stakes. The first one is the dismantling of the UNGG (natural uranium graphite gas) reactors: stakes in terms of safety and of impacts on territories, posture of the CLIs and Anccli with respect to a dismantling process on the long term. The second one is related to very low level wastes: possible choices and questions raised by the different options in terms of transparency and information of populations, of impact on territories, of ethics, and so on. Recommendations are stated about these issues as they are addressed
