Recording, evaluation and further development of the state of the art in science, technology and knowledge for the safeguarding of nuclear fuels and other radioactive substances

According to the Atomic Energy Act (AtG), one of the licensing requirements for nuclear plants and facilities as well as for the transport of nuclear fuel is that the necessary protection against disruptive measures or other influences by third parties (SEWD) is guaranteed. The 17th Amendment to the AtG clarified the fundamentals of nuclear security at the legislative level, such as the extent of the necessary protection against SEWD through security measures taken by the licensee, which are coordinated with protective measures taken by the state as part of the integrated security and protection concept, as well as the general protection objectives of security and the importance of the interface between security and safety. When evaluating and further developing security concepts, the state of the art in science, technology and knowledge should always be taken into account to the extent necessary and implemented uniformly across Germany. The state of science, technology and knowledge for security, including the security of information technology (IT security, cyber security), at national and international level includes, among other things: technical possibilities and technologies to support security or as a challenge for security as well as findings from incidents with security and IT security relevance.
