The law for the establishment of Atomic Energy Commission

The law declares the establishment of the Atomic Energy Commission in the Prime Minister's Office (article 1). The article 2 defines the authorities and functions of the commission to make planning, deliberation and determination on the following matters in relation to atomic energy utilizations: policy makings, general coordinations among the works of relevant government agencies; plans on the estimate and allotment of expenditures of the agencies; controls on nuclear fuel materials and nuclear reactors; principles of injury prevention; and others. The prime minister should respect the determinations made by the commission (article 3). The article from 6 through 10 lay down the membership of the commission (a chairman and six members, the minister of Science and Technology Agency should be the chairman); the appointment of the members by the prime minister with the agreement of the Diet; the terms of office of the members (3 years); and so on. The article 11 stipulates the methods of having meetings. The article from 12 through 14 provide for remunerations and duties of the members. The article 14(2) - (4) stipulate for the establishment Committee on Examination of Nuclear Reactor Safety within the commission, composed of not more than 30 members. (Matsushima, A.)
