Wood-energy: the impossible equation - Report, February 2023
Description
This report highlights the unrealistic nature of certain energy scenarios, given the ever-increasing use of wood in energy production. The need for political arbitration: Under pressure from the first effects of climate change, our forests are suffering and their capacity to absorb carbon is diminishing. Rather than adjusting wood harvesting to these new conditions, demand for wood energy is rising - with the risk of further degrading the forest carbon sink. By 2050, the emergence of new uses, such as biogas or wood-based biofuels, could add to existing uses and lead to a sharp increase in wood energy harvesting. This report highlights the unrealistic nature of certain energy scenarios - if no political decisions are taken. Without rapid and clear political arbitration, there is a risk that each sector will adopt the assumptions most advantageous to its interests, accelerating the construction of new infrastructures and leading to an unsustainable rise in demand. If the current situation can be illustrated by a more or less balance between uses and wood availability for the wood-energy sector, the new flows identified for primary forest and secondary biomass (forest harvesting, increase in recycled/reclaimed wood, increase in mortality, etc.) and the development of new uses (pyrogasification, biofuel) are as many risks for the forest carbon sink
Abstract (French)
Ce rapport met en lumiere le caractere irrealiste de certains scenarios energetiques, du fait d'un recours au bois toujours plus important dans la production d'energie. De la necessite d'un arbitrage politique. Sous la pression des premiers effets des changements climatiques, nos forets souffrent et leur capacite d'absorption de carbone diminue. Plutot que d'ajuster la recolte de bois a ces nouvelles conditions, la demande en bois energie est en hausse - avec un risque d'accroitre davantage la degradation du puits de carbone forestier. A l'horizon 2050, l'emergence de nouveaux usages, comme le biogaz ou les biocarburants a de base bois, pourrait venir s'additionner aux usages existants et entrainer une augmentation forte de la recolte de bois energie. Ce rapport met en lumiere le caractere irrealiste de certains scenarios energetiques - si aucun arbitrage politique n'est pris. Sans arbitrages politiques rapides et clairs, le risque est de voir chaque filiere retenir les hypotheses les plus avantageuses pour ses interets, d'accelerer la construction de nouvelles infrastructures et d'entrainer une hausse insoutenable de la demande. Si la situation actuelle peut s'illustrer par une balance plus ou moins a l'equilibre entre les usages et la disponibilite en bois pour la filiere bois-energie, les nouveaux flux identifies sur la biomasse primaire forestiere et secondaire (prelevements en foret, hausse du bois recycle/recupere, hausse de la mortalite...) et le developpement des nouveaux usages (pyrogazeification, biocarburant) sont autant de risques encourus sur le puits de carbone forestier
