Criteria for the use of computer modelling in nuclear emergency planning

Recent work, both in the U.S. and Canada, has focussed attention on computer programs for use in nuclear emergencies. In this paper, we identify three modelling requirements: (i) setting exercise scenarios, (ii) rapid assessment of plume trajectory and dispersion in accident situations, (iii) post-accident analysis. Criteria are proposed for scenario development, covering both the computer codes themselves and other relevant features of response planning. These criteria are then used to identify deficiencies, both in a generic sense and with examples of programs developed by Ontario Hydro. Based on this, some suggestions are offered for further work
