[Automatisch extrahiert und übersetzt] Das Vorhaben 'Umweltvorsorgeprüfung bei Forschungsvorhaben', welches im Auftrag des Bundesministeriums für Forschung und Technologie (BMFT) seit Anfang 1990 durchgeführt wird, hat zum Ziel ein Prüfverfahren zu entwickeln, welches sicherstellt, daß die Wirkungen auf Mensch und Umwelt einer durch ein Forschungsvorhaben intendierten technischen Entwicklung rechtzeitig aufgezeigt werden. Die Entscheidungsträger sollen dadurch in die Lage versetzt werden, zum frühest möglichen Zeitpunkt vor oder nach Vergabe von Forschungsvorhaben zu entscheiden, welche der verschiedenen Umweltaspekte für die Vorhaben als relevant anzusehen sind und als Ziele oder Kriterien formuliert Bestandteil der Vorhaben werden sollen. In der Orientierungsphase des entwickelten mehrstufigen Prüfverfahrens erfolgt die Festlegung des Untersuchungsrahmens über die Arbeitsschritte Stoffidentifikation, Einschätzung der Umwelterheblichkeit und Analyse der Stoffströme. In der Durchführungs- und Bewertungsphase wird die Umweltvorsorgeuntersuchung projektintern anhand eines spezifizierten Pflichtenheftes bzw. vorgeschaltet oder parallel zum Vorhaben erfolgen. In der Nachkontrollphase erfolgt die Überprüfung der Zielvorgaben, wobei neueste Erkenntnisse aus der Umweltvorsorgeuntersuchung und dem Vorhaben selbst in den Prüfungsprozess zurückfließen können und ggf. eine erneute Umweltvorsorgeprüfung auslösen. Dieser Bericht beschreibt den Stand der Arbeiten bis Ende Juli 1991. Der derzeitige Bearbeitungsstand umfasst den konzeptionellen Entwurf der Umweltvorsorgeprüfung und erste Teilergebnisse zur praktischen Durchführung am Beispiel der Photovoltaik auf der Basis von Siliciumzellen.
