Approach to using principles recommended by ICRP in case of problems related to environmental radioactivity effect at the regional level or in case of working in outer space. Intervention criteria are discussed taking into account the responsibility of culprits of contamination. Attention is paid to the intervention levels depending on the ideas of cost
