For practical radiological protection, reference levels are required in order to avoid inappropriate or unfavourable decontamination measures, which may injure the skin or favour incorporation. On the basis of latest calculations of dose-equivalent-rate factors (given in tables), reference levels are recommended. Recent knowledge and results concerning the uptake of radioactive substances by the skin have been taken into account. The recommendations are intended for the industrial, medical or scientific laboratories which are licensed under atomic energy law and in accordance with the Radiation Protection Ordinance to handle unsealed radioactive substances.
