Sovereignty and non-proliferation policy
Description
The Non-Proliferation Treaty seems to violate the fundamental principle of the quality of the states. However, if interpreted in the light of the latest developments of the international law, it is possible to justify the discriminations which it imposes on the non-nuclear states. A crucial point is the implementation of article VI by the nuclear states. If the latter procrastinate in nuclear disarmament the whole NPT-regime will collapse. (orig.)

Der NVV scheint gegen das voelkerrechtliche Grundprinzip der Staatengleichheit zu verstossen. Wenn man ihn aber im Lichte der neuesten Entwicklungen des Voelkerrechts interpretiert, koennen die diskriminierenden Beschraenkungen, die er den Nichtkernwaffenstaaten auferlegt, als mit diesen Entwicklungen im Einklang stehend gedeutet werden. Ob diese Deutung in Zukunft weltweit akzeptiert wird, haengt vor allem davon ab, ob die in Artikel VI des Vertrags niedergelegte Abruestungsverpflichtung von den Kernwaffenstaaten ernstgenommen wird. Wenn die nukleare Abruestung weiter verzoegert wird, geraet das NVV-Regime in grosse Gefahr. (orig.)Additional details
