Description
The nuclear fuel cycle is examined to determine how a government could covertly acquire a sufficient amount of fissile material to make a nuclear bomb. The fast breeder reactor is seen as having much greater potential for proliferation than the thermal reactors. The author sees the removal of the threat of horizontal proliferation as the only chance for mankind survival
