Einstein relation for heating and acceleration during parametric instabilities

Description
Two simple expressions are derived which relate the maximum and mean turbulent diffusion tensor to the anomalous dissipation rate during parametric instabilities. The results apply to conditions in which saturation is due to resonance broadening.
