The japan a nuclear power?

This work analyzes the Japan nuclear policy, in the frame of its foreign and safety policy in Pacific Asia, since the end of the cold war, especially the relations with the Usa and China. The Japan is a civil power because it has submitted the military institution to juridical restrictions and because it does not rely on the armed force to promote its national interests. The anti nuclear speech is joined with the acknowledgement of the dissuasion necessity, of the control of industrial processes and energy channels susceptible of military applications. Cultivating the ambiguity, the Japanese government can send a dissuasive message, perfectly legible, kind of communication of latent intimidation constituted by the virtual nuclear power of a state that takes part to the non proliferation treaty.
