Description
Setting the cap: tighter constraint needed. For 15 years, the emissions cap has been based on non-binding climate targets. The move to a 55% reduction target in 2030 compared to 1990 provides a historic opportunity to strengthen the emissions trading system. Governance: where's the pilot in the event of turbulence? To ensure that the market can be managed in the face of unforeseen events and to ensure the transparency of the CO2 price trajectory, an independent authority would have the power to allocate and withdraw allowances in the same way as a central bank. The scope of the scheme: time to change gear: From 2023 onwards, the emissions trading scheme should cover all CO2 emissions linked to the use of fossil fuels (including international transport) and industrial processes. The allowances bonanza: how should the carbon rent be redistributed? The strengthening of the system will lead to an increase in carbon rent. From 2023 onwards, it would be possible to return almost Euros 400 to each EU citizen from this rent to support them in the low-carbon transition. When the system subsidises fossil fuels: hands off my allowances: In order to support the industrial sectors subject to allowances in the transition and to strengthen their competitiveness, it is crucial to put an end to the free allocation of allowances. Protecting the border: the art of inclusive levies. Behind the technical debate on the border adjustment mechanism there lies a major political question: how can the EU convince its partners that it is now time, by extending carbon pricing, to make free trade conditional on higher climate standards?
Abstract (French)
Fixation du plafond: mettez-moi une contrainte. Pendant 15 ans, le plafond d'emission a ete fixe a partir d'objectifs climatiques non contraignants. Le passage a un objectif de reduction de 55 % en 2030 relativement a 1990 donne une chance historique de renforcer le systeme des quotas. Gouvernance: ou est le pilote en cas de turbulences? Pour assure le pilotage du marche face aux imprevus et assurer la lisibilite de la trajectoire de prix du CO2, une autorite independante disposerait des prerogatives d'injection et de retrait des quotas a l'image d'une banque centrale. Perimetre couvert: changer de braquet. a partir de 2023, le systeme des quotas devrait couvrir l'integralite des emissions de CO2 liees a l'usage des energies fossiles (transports internationaux inclus) et aux procedes industriels. Le pactole des quotas: comment redistribuer la rente carbone? Le renforcement du systeme entrainera un elargissement de la rente carbone. Il serait possible des 2023 de restituer pres de 400 Euros a chaque citoyen de l'UE a partir de cette rente pour l'accompagner dans la transition bas carbone. Quand le systeme subventionne les energies fossiles: touche pas a mes quotas. Pour accompagner les secteurs industriels assujettis aux quotas dans la transition et renforcer leur competitivite, il est crucial de mettre fin a l'allocation gratuite des quotas. La protection de la frontiere: l'art du prelevement inclusif. Derriere le debat technique sur le mecanisme d'ajustement a la frontiere se profile une question politique majeure: comment l'UE peut-elle convaincre ses partenaires qu'il est desormais temps, via un elargissement de la tarification carbone, de subordonner la liberte du commerce a des normes climatiques superieures?
