Monitoring nuclear transparency

It has become an accepted truth that the States must refrain from creating unnecessary risks for their neighbors by ensuring that their nuclear power plants are as safe as possible. Increasingly, the international community applies a similar rule of international accountability to the realm of nuclear weapons. The major value of the nuclear Non-proliferation Treaty (NPT) is that it formally reflects the norm that nations should refrain from making or acquiring nuclear weapons and must allow the international community to assure itself that they are indeed abstaining from such activity. The NPT provides the justification of international action in case of nuclear proliferation.
