Civil nuclear technology and proliferation of nuclear weapons

It is not only the distribution of nuclear weapons and their technology that can result in proliferation i.e. making nuclear weapons available to more and more countries. Much of the know-how and equipment necessary for the total process of nuclear energy production turns out to be reasonably well applicable for military purposes. The growing export of nuclear technologies of a civil nature threatens to break up the system of safeguards as established in a series of agreements which themselves do not offer sufficient security against this threat. A survey is given of the state of affairs as of May 1976
