Climatic change policy: what action should we take?

There are considerable doubts as to whether the economic costs of drastically reducing carbon dioxide are environmentally worthwhile for the USA. Even if the developed world cuts emissions, the developing world will more than make up for these cuts. Instead, a three stage policy should take place: during the next 25 years research new energy technologies; in stage II enforce an emissions cap; and in stage III all carbon emissions could be stopped if this proved necessary. 2 figs
