Current status and challenges of the peaceful use of nuclear energy and nuclear nonproliferation. Exploring various approaches for establishing new frameworks

This report consists of six chapters such as 1) current status of the peaceful use of nuclear energy and nuclear nonproliferation, 2) exploring various approaches for establishing new frameworks, 3) the effects of nuclear experiment in India and the nuclear nonproliferation policy of Jimmy Carter, 39^th President of the United States, about 30 years ago, 4) comparison of conditions between now and 30 years ago, 5) consideration points for new frameworks, and 6) summary. It is explained the problems of nuclear diffusion in India, Pakistan, Israel, North Korea, Iran, Iraq, Libya, South Africa, Brazil and Argentina. The fifth chapter contained six points: 1) limit of the sovereignty of state, 2) a useful step for Iran and North Korea, 3) decision-making methods, 4) problems of equality and inequality, 5) safeguards and nuclear security, and 6) nuclear nonproliferation of USA.
