Revision of the Regulatory Guidelines on the Organisation of NPPs - A Multidisciplinary Project

The Swiss Regulatory Guideline on the Origination of NPPs is under revision. A multidisciplinary group - members of a research institute in work psychology, regulators and operators - are involved in the development of the new guideline. In order to define more precisely requirements in the organisational field the guideline will be supplemented by a Handbook. This Handbook will serve as a tool for the Inspectors in the Human and Organisational Factors area. The project shows the big value of the involvement of different disciplines and all concerned parties in the development of the documents. The present result of this project shows the big value of a good multidisciplinary co-operation. The strong involvement of operators in the creation of a regulatory document sets high requirements to the communication and the common understanding of the different roles of regulators and operators. However, the intensive discussion about the delicate issues in the HOF area are a very valuable mean to improve the understanding of the different roles and to improve the transparency of a sound regulation. The scientific approach, the involvement of excellent experts with a sound academic background and well established experience in the field helps to improve the quality of the discussions and to clarify the common language between different disciplines. In addition, only the involvement of state of the art knowledge and experience guarantees the necessary high quality for an inspection tool in this still very dynamically developing area of HOF. In the opinion of HSK this project is a good example of the transfer of knowledge gained and established in research institutes to the practical application in the regulation of safety of NPPs
