Plans of Protection of the Atmosphere (PPAs) are regulatory tools which are applied to conurbations of more than 250.000 inhabitants, and to areas where overruns of boundary values of concentrations of regulated pollutants have been noticed. Thus, a PPA assessment aims at measuring the ability of the action plan to reach objectives of non-overrun of boundary values and of improvement of air quality in the addressed areas. This guide proposes an assessment methodology in order to provide elements which are necessary for the support of the action plan elaboration process. It first presents the general tools and parameters used for the assessment (emission cadastre, chemistry-dispersion model, simulation tools). Then, it describes the PPA assessment: trend assessment 2015, initial assessment by 'critical load' approach, quantified typical actions (for different sectors: heating, transports, industry, urban environment), consolidation of the plan global gain, PPA scenario validation by deterministic modelling. The case of other pollutants is finally briefly addressed. A draft version of this guide is also provided
