Description
RECLAIM is an innovative and ambitious program of emission trading that concerns the nitrogen oxides emitted by stationary sources in the Basin of Los Angeles ( United States). It began in 1994 and suffered from various weaknesses. Faced with the Californian energy crisis during the summer of 2000, it could not overcome it. Some power plants have been ejected from the market and are now regulated by a traditional command-and-control approach. The analysis of the RECLAIM program and a comparison with similar markets enable us to point out the weaknesses that led to RECLAIM partial failure and to give some insight into the future evolution of the other emission trading markets.
