Failure data collection and evaluation at the IRS

The systematic consideration of operating experience which must be recorded, compiled, and evaluated is important for the realization of the aim for greater safety in nuclear power stations. IRS was made responsible for the establishment of a central information compilation and evaluation group by the Bundesministerium des Innern (Federal Ministry of the Interior) with the agreement of the Laender Authorities responsible for licensing and compliance. The operating experience compiled shall be made available to the officials responsible for licensing and compliance in a processed or evaluated form. The compilation and evaluation system for accidents and malfunctions, which guarantees quick access to available information, consists mainly of: 1) report criteria classified according to safety relevance and associated reporting times (time periods between event and report), 2) printed forms which permit a clear limitation and classification of the accident or malfunction (including cause, identification, remedy, effects).
