Decision making during an early phase of a nuclear accident

The optimisation of protective actions is a process which requires previous planning. The optimisation might not be performed in all the cases, but, at least, justification of the protective action is required. Striving for ideal solution could lead that the action is delayed and protective action becomes inappropriate. The process of decision making must be simple and transparent due to time constraints, and the sources of important information shall be reliable and identified in advance in order to save time and avoid stress.
