The loss of knowledge: A risk factor to guarantee nuclear and radiological safety

Without the guarantee of Radiological and Nuclear Safety, it is practically impossible to apply nuclear technologies and with it their sustainable development. In this sense it is necessary to take two fundamental components: technology and human resources. In this sense, the development of the second that designs the technology and at the same time operates it. However, both at the level international as in Cuba, it has been possible to detect that there is a certain tendency to a weakening in the Skilled workforce capacity motivated by various factors. All of this leads to revealing the presence of certain risks, from the point of view of the action of human resources, which must be evaluated and anticipated in order to ensure that the applications of nuclear technologies can count on a guarantee and nuclear safety in their use. The present work presents certain proposals, based on the nuclear risk analysis, where it has been elaborated, in Excel, a matrix system, which allows decision makers to be alerted to potential losses of competencies, as well as how a causal tree is developed, which identifies the risks to which they are subjected to these technologies and alerts on those root causes that cause them. Finally I know establish a series of recommendations.
