Cooperative game theory models for allocation problems applied to the distribution of CO2 emission permits

In this thesis, we approach the problem of CO2 emissions as a bankruptcy problem. In our study, we consider that the countries of the European Union (EU) are agents that claim the right to emit. However, the sum of all claims is more than the amount of CO2 emissions decided by the Kyoto protocol. This study concerns the emissions of the countries for 5 years, from 2010 to 2014. First, we used the classical bankruptcy methods to determine the allocations of each country. By looking separately at each method and its evolution over time, we found that the constrained equal awards (CEA) method is the most appropriate method for our problem. Then, we introduced as a weight a first parameter representing the GDP and we noticed the influence of adding parameters in the distribution of allocations. In a second step, we studied the bankruptcy problem with two weights (GDP and renewable energy production) from an algorithmic approach, on the one hand, for the method that does not favor any criteria. This method offers the best allocations to countries that respect a balance threshold between CO2 emissions, GDP production, and renewable energy production. On the other hand, we have implemented a method giving priority to one of the weights and have tested the two situations where GDP is favorable and then a situation where renewable energy production is prioritized. Throughout our study, we compared the results of the allocations generated by the different methods used and classified the countries into similar groups using the k-means classification method, with the aim of highlighting the impact of the groups' votes during negotiations and decisions making at the European Council. Abstract (French)
Dans cette these, nous abordons le probleme des emissions de CO2 comme un probleme de faillite. Dans notre etude, nous considerons que les pays de l'union europeen sont des agents qui reclament le droit d'emettre une quantite superieure a celle decidee par le protocole de KYOTO. Cette etude concerne les emissions des pays pendant 5 annees, de 2010 au 2014. Dans un premier temps, nous avons utilise les methodes classiques de faillites afin de determiner les allocations de chaque pays. En regardant separement chacune des methodes et son evolution dans le temps, nous avons constate que la methode des prix egaux sous contrainte est la methode la plus adapte a notre problematique. Ensuite, nous avons introduit comme poids un premier parametre representant le PIB et nous avons remarque l'influence d'ajout de parametre dans la distribution des allocations. Dans un second temps, nous avons etudie le probleme de faillite avec deux poids (le PIB et la production des energies renouvelables) d'une approche algorithmique, d'une part pour la methode ne favorisant aucun critere. Cette methode offre les meilleures allocations aux pays qui respectent un seuil d'equilibre entre les emissions de CO2, la production de PIB et la production des energies renouvelables. D'autre part, nous avons implementer une methode donnant une priorite a l'un des poids et avons teste les deux situations ou le PIB est favorable et ensuite une situation ou la production des energies renouvelable est proprietaire. Tout au long de notre etude, nous avons compare les resultats des allocations generees par les differentes methodes employees et avons classifie les pays en groupes similaires grace a la methode de classification k-means, dans le but de mettre en avant l'impact des votes des groupes lors des negociations et des prises des decisions au conseil europeen.
