Preparation of decommissioning program for NPP with shared ownership

Description
The paper presents the general overview of preparation and steps of adoption of Decommissioning Program (DP) for NPP with shared ownership and organizational aspect for collection of financial resources required for NPP decommissioning and RW and SF disposal. According to the requirements of the bilateral agreement which entered into force in March 2003, between the Government of the Republic of Slovenia and the Government of the Republic of Croatia (hereinafter the contracting parties) on the Regulation of the Status and Other Legal Relations Regarding the Investment, Exploitation and Decommissioning of the Krško NPP (hereinafter the Agreement) which is shared between both republic the Program of NPP Krško Decommissioning and Program for SF and LILW Disposal should be prepared (hereinafter the Programs). The main purpose of the Programs is to estimate the overall expenses of the future decommissioning, radioactive waste and spent fuel management of the NPP Krško in order to collect sufficient financial assets in separate funds in Croatia and in Slovenia and to correct the rate per kWh collected in the existing decommissioning fund in Slovenia. The program should look at all possible scenarios of dismantling, radioactive waste and spent fuel management and should propose the most plausible scenarios which are technically possible and financially feasible. Bilateral agreement on the NPP Krško requires periodic revisions of Programs at least each 5 years. Programs according to bilateral agreement should be prepared by authorized organizations in Croatia and Slovenia and with cooperation of NPP Krško for Decommissioning Program preparation.
