Additional considerations for repository impact mitigation

Two issues stand out in planning for impact management for a nuclear waste repository. Special legislation to provide impact assistance can deal with the fact that the facility will be sited on federal land with the government as developer, which means that, under present legal conditions, very little tax revenue will accrue to the host community. The problem that many of the impacts will stem from the noxious nature of the facility, and will thus pose unique problems in mitigation and compensation, is a two-step one of identifying concerns and developing methods to compensate individuals for these unique impacts.
