The ACR issue resolution process

This paper reports that since 1987, representatives of utilities owning spent nuclear fuel have engaged in staff-to-staff technical exchanges with the Department of Energy (DOE) through the Annual Capacity Report (ACR) issue Resolution Process to identify, prioritize and resolve issues related to the implementation of the Standard Contract for the Disposal of Spent Fuel. The Standard Contract sets the framework for the transfer of spent fuel from reactor sites to the DOE waste management system currently under development. Resolution of these open issues should aid DOE in establishing a functional, efficient and equitable system for accepting spent fuel from many diverse reactor sites, while also providing utilities with maximum flexibility in making practical and economical site-specific spent fuel management decisions
