Assessment of the impact of measured implemented since 2017 on the reduction of greenhouse effect gases in France by 2030 - Study summary

Description

Based on available public data, and on a precise analysis framework (greenhouse gas emitted in France, soils and forests excluded), this study aimed at analysing the impact of existing and currently discussed measures within the framework of the 'Climate and Resilience' bill project. This document proposes a summarised version of this study. It first presents the main conclusions regarding the actual scope of the existing and discussed measures with respect to the whole sources of reduction of greenhouse gas emissions, the potential reduction with respect to objectives defined for 2030, the required means and mobilisation, the support brought by the bill project to the behavioural evolution, and the necessary change of social-economic balances towards a more sober model in order to reach higher objectives. An appendix describes the adopted assessment methodology and the main hypotheses for the nine analysed fields (individual vehicles, lorries, domestic air transport, breeding, crops, housing buildings, office buildings, industry, and waste processing).
