A new approach to relativistic gravitation

Description
A phenomenological gravitational model, based on a natural extension of Schiff's operational method is introduced and formalized as a new, physically motivated relativistic gravitational theory from a variational principle. Both model and theory are consistent with the classical relativity tests. (Auth.)
