The program within the Office of Civilian Radioactive Waste Management (OCRWM) of the DOE has been structured so as to tap all of our resources and the author briefly describes in this paper how it does so. Then, he describes one of the greatest challenges of obtaining a certificate of compliance from the Nuclear Regulatory Commission (NRC) for innovative cask designs. The program consists of four major elements: Cask system acquisition; institutional planning and coordination; environmental and economic analyses; and operations.
