Orbits which always have affine invariant neighbourhoods
Description
Actions of a connected reductive algebraic group G on normal algebraic varieties over an algebraically closed field of characteristic 0 are considered. We characterize group-theoretically the subgroups H of G such that whenever H is the stabilizer of a point of a G-variety, there exists an affine invariant neighbourhood of the point.
