The ''Solar maximum year'' project (SMY) the investigation program of which includes the period from 1979 to 1981 is planned as a great international arrangements aimed at coordinating the efforts of astrophysicists and cosmophysicists for studying solar flares. As a result of all the spade-work clarified are three projects in SMY investigation program FBS (Flare Build-up Study - investigation of the flare formation process and the method of energy accumulating before its beginning); SERF (Study of Energy Release from flares - studying the energy release process and cosmic rays accelerating phase); STIP (study of Travelling Interplanetary Phenomena - studying the effects of flare disturbance scattering through an interplanetary medium down to the Earth orbit). Now more than 50 observatories are taking part in the investigation. In February of 1980 the SMM (USA) sputnic was launched for studying the Sun in X-rays and solar particles of different energies. Two coordination centres are formed - in Medon (France) according to the FBS project and in Boulder (USA) according to the SERF and STIP projects. From the 1 to 15 of October 1979 the first ''active action period'' took place according to the SERF project resulting in a great number of observation materials taken for processing by different groups. Next active action periods are planned according to the FBS project in May-June from 1 to 15 of September and from October 15, to November 1, 1980; according to the SERF project they are May and from September, 15 to October, 15, 1980. Besides, an elastic interval system is discussed depending on the degree of Solar activity. The accomplishment of the SMY program approaches the solution of the complex fundamental astrophysical problem, that is understanding of the Solar flare activity process
