The situation and development concept of using nuclear power

The program of economic reforms to be carried out by the Russian Government can be completed successfully only if the power economy is modernized thoroughly. In this connection, it must be taken into account that the investment cycle in the power economy is between eight and twelve years. The absence of market prices for energy resources and of real costs of energy production, which would reflect the actual labor expenditure involved, impedes the development of an optimized structure of the power economy. The economic and political reforms now carried out in the country are to result in a market economy in which prices can be compared with those valid on the world market. To reach this goal, the experiences of the industrialized countries are to be utilized in defining the strategy of modernizing the fuel and energy sectors in Russia. (orig.)
