The author discusses the gross features and formalism of the distribution of reduced transition probabilities of dipole transitions between excited states. By considering a partial breakdown of the Brink hypothesis, he develops an analytic expression for strengths of E1 transitions between excited states. The M1 data supporting the existence of an M1 giant resonance at ∼ 8 MeV is surveyed. (Auth.)
