The need for legal regulations in nuclear energy law

Description
Due to the non-expected operations there is a lack of necessity and stimulation - to which a normalized nuclear energy law could be applied - for a normalization of the statutory regulation structure in nuclear energy law. A normalisation of the legal regulation structure in terms of an approximation to the usual structure in other fields of law (e.g. law on industrial installations) can only be of interest with regard to reprocessing plants including intermediate storage and perhaps backfitting measures. Abstract (German)
Fuer eine Normalisierung der rechtlichen Regelungsstruktur im Kernenergierecht fehlt - aufgrund der nicht zu erwartenden Vorgaenge - die Notwendigkeit und der Anreiz, auf die ein normalisiertes Kernenergierecht zur Anwendung kommt. Eine Normalisierung der rechtlichen Regelungsstruktur im Sinne einer Angleichung an die in anderen Rechtsgebieten (z.B. Anlagenrecht etc.) uebliche Struktur kann allenfalls in Hinblick auf Wiederaufbereitungsanlagen einschliesslich Zwischenlager und vielleicht noch Nachruestungsmassnahmen von Interesse sein.
