Recent Discoveries at RHIC - Do They Indicate a New State of Matter?

Description
The first three years of Relativistic Heavy Ion Collider (RHIC) operations have been extraordinarily successful. The discovery of 'jet quenching' in Au+Au collisions in Run-1 was confirmed and extended in Run-2, and solidified via comparison to a p-p data set which was also measured during Run-2. A crucial test of this effect in deuteron+Au collisions was made in Run-3. The combination of these data sets lends credence to the statement that Au+Au collisions have created a new state of matter. I will review this evidence, in particular: Is it 'matter'? Is it a (thermodynamic) state? Is it new? What are the next steps for this program?
