Assessment of the underground construction of nuclear power plants in the USA

Abstract (German)

Der Bericht soll einen Einblick in die Beurteilung der unterirdischen Bauweise von Kernkraftwerken (KKW) in den USA geben. Dazu werden abgeschlossene und laufende Untersuchungen herangezogen und die wichtigsten Gesprächsergebnisse zusammengefaßt. Es wurde deutlich, daß die Beurteilung einer gegenüber der etablierten oberirdischen neuartigen Bauweise letztlich nur unter Zugrundelegung eines Konzeptes für die Gesamtanlage und realer Standortbedingungen möglich ist. Die direkte Übertragung prinzipieller Vor- und Nachteile einer Bauweise auf die Gesamtanlagensicherheit ist zumindest fragwürdig. Die Wertung der unterirdischen Bauweise als Alternative zur oberirdischen hängt ab von den spezifischen Gegebenheiten und Anforderungen innerhalb eines Landes. So ist z.B., überspitzt gesagt, eine erzielbare größere Sicherheit gegenüber schwersten Reaktorunfällen an Standorten in der Wüste für die Beurteilung eines Konzeptes von geringer Bedeutung und kann für bevölkerungsnahe Standorte von ausschlaggebender Bedeutung sein. Aus den genannten Gründen möchte ich auf die besondere Standortsituation in den USA eingehen, die Haltung der NRC beleuchten und die wichtigsten Studien mit den getroffenen Annahmen, gewählten Konzepten und Ergebnissen aufführen. Dem Anhang sind Stellungnahmen zu dem vom ISE favorisierten Konzept zu entnehmen, das die relativ flache Einbettung wichtiger Gebäude in den Boden und deren nachträgliche Überschüttung vorsieht.
