Introduction of SNRI into LEU fabrication plant

Description
One of the main objectives of the safeguards inspection is to verify the material balances in the MBA. Along with the physical inventory verification the verification of the material flow is the indispensable element to contribute for that purpose. SNRI (Short Notice Random Inspection) based on randomized inspection theory is to replace conventional interim inspections that has been carried out 5 times a year with advance notification is to create significant modifications to the present interim inspection scheme. JNF (Japan Nuclear Fuel Co., Ltd.) LEU fabrication plant has engaged in the preparative works for the introduction of SNRI targeting beginning of 1998. This report summarizes from operator's point of view the current status of preparation for implementing SNRI and the problems to be challenged for solution now and in the future. (author)
