The transferability of nuclear regulations for nuclear power stations to plant of the fuel circuit

There were previously no regulations for plants in the nuclear fuel circuit, which took into account their special safety needs. The transfer of nuclear technology regulations for nuclear powerstations to plant of the fuel circuit is only possible without limitation if a) the regulations and rules are not specific or b) if the behaviour of both plants is comparable, taking into account the potential risks. In safety questions, the author places clear thinking related to the plant, concentration on the actual safety-related and necessary precautions first; then comes the clear reinforcement of individual responsibility of the plant operator, who has most knowledge of the plant. Government guidelines for plant of the fuel circuit are not necessary, as most of them are unique; special KTA regulations are also not sensible. (orig./HSCH)
