AESJ study on control rods withdrawal events in BWRs

Description

In response to the government's instruction on comprehensive check of power generating facilities, a criticality incident that occurred during a periodic inspection in Shika Unit 1 reactor in 1999 was reported, which had not been reported. Criticality management is the most important task to ensure nuclear safety. This report outlines the Atomic Energy Society of Japan (AESJ)'s investigation and analysis of the unexpected control rods withdrawal events during plant shutdowns. The discussion of experts was focused on control rods withdrawal events mechanism, criticality incident analysis, safety issues, and human factors and management problems. Some proposals were included based on safety assurance and human and organizational factors. (T. Tanaka)

Abstract (Japanese)

電力会社は発電施設の総合点検に関する政府の指導を受け、点検結果を報告したが、1999年に志賀1号機の定期点検で発生した臨界事故は未報告であった。臨界管理は、原子力の安全を確保するための最重要課題である。本報告書は、日本原子力学会がプラント停止中に発生した想定外の制御棒引抜き事象について調査・分析した概要をまとめたものである。専門家による議論は、制御棒引抜き事象のメカニズム、臨界事故解析、安全問題、人的要因や管理問題などに集中した。また、安全確保や人的・組織的な要因に基づく提案も盛り込まれた。(T. Tanaka)
